These kind of pictures are called "Camera painting". Here, you increase the shutter speed and move the camera (with LIGHTS as subject) to get desired (and sometimes undesired but great looking) photographs.
There is another process where you reverse the concept. "Light Painting" where the light source is moved and camera is still.!! Hope this helps! Cheers!
